Expansion problem?

I could be wrong but I'm new to playing this game and I recently started adding neighbors and what I notice is that when I go in to expand my shop, I have the right amount of neighbors but whenever I choose the option to expand my shop based off the amount of neighbors, the option either disappears or it says I don't have enough neighbors. Did anyone else have this problem?

Maybe I misunderstood, I thought that we could have the option to either expand either with cash or with neighbors?

You need to have enough cash that it set to expand. Good luck.
