If you mean the number by the x it is the number of garments that are made in the order.

Next to the name of the clothing. Example morning stroll...

I believe that is your Mastery level of that item. This number will climb the more you order this garment from the catalog.

The one next to the name of the item by the gold coin is the cost to make the item. The number in the circle at the end of the shaded line under the name of the item is the mastery number. You wont see this number unless you are at level 8 I believe.
