how do i get the potion store?

how do i get the potion store to make the market when it says that the potion store has a goal that has to be met before i can get it? what was the goal that was to be met? i can't go any further until i get the potion store.

You need to unlock/expand to Ivy (the tree lady).
She runs the potion shop.
