Confused about Sabins's house

In the Castle Story I need to build Sabina's house yet when I click the 'go' button it takes me to the market but the house IS STILL LOCKED!! Am I not doing something right?? Help!!

Once you complete the Goal 'Heart of the Sands' you'll unlock Sabina's House.
