What is with this Stellar Stair way needing a dragon I can't breed?

How can I get any further with out 25 gold bars that I don't have , when it says I need a neo meteor dragon that can't be bred?
Is this a not so subtle way of making me buy gold? :mad::mad:

You craft Neo Meteor Dragon with Neo Meteor favors you earn from rewards in the Spell Shop. You aren't required to buy the Dragon with Gold.
