I ave built the Aboretum and have enough materials to craft the Iceland Poppy Shrub. By it does not say ?Fuse.? I have more than the needed number of materials so why won?t it Fuse?? Please help!

I had this also and found that you have to have all of the items in storage first before you can fuse them, hope this makes sense.
