Problem with star rating

For the last few days I have been visiting neighbours and tipping alot. My star rating increased 1 level but the next time i logged in, it dropped 1 level. Now I'm perpetually stuck at level 3. No matter how much I tip, the rating bar does not budge. Pls help!

Don't just tip neighbors. You need to go tip other people in the Community. I did that and got to 4 stars by level 7 and it's never dropped below that. I didn't even log in today. I always tip at least one person in the Community each day just to make sure my stars stay up.
