Cannot upgrade the Butcher

I have all the parts required to expand my Butcher. When I try to expand it the game keeps reloading and the Butcher resets to 2 capacity and I get my parts/coins back. I tried restarting my device, reinstalling the game, going on different internet connections, and using different devices.

I submitted a ticket and right away I got a reply saying:
