Leveling Up Past 15 ? ? ?

Can someone please tell me how I can get up past lvl 15 max on my dragons?
I have been stuck with 15 for ever and can't win in the tournaments .

The highest is 15. The opponents in the arena could go up to 20. But for us, we could only level up to 15. That is the max.
