They will spawn, but not very regularly.

It's random. You can go through several collections without a spawn if you're unlucky. I just had a spawn, so it does happen.

Does oxa still spawn the portal pillar gigantus? Collected all 3 and no spawn!

Timer changed to 2 hours and oxa drops increased to 2-3 from each oxa every collection. Yay!
