You can only hold 1 of any of the red hood parts. Completing any trade in the trade exchange will tick this box for the cloak.

It's not a craft, yes, I know it says 'craft in the royal Exchange' they like to be a bit cryptic sometimes you just have to do any trade in the trade exchange and this will get ticked off.
