No, droppers will give black flags once the cap is reached. Only the Exchange drops or purchased VP items will add to an item that's reached its cap.

How do you collect trade tickets once you go over the 99 cap? I thought the Royal Exchange kept giving tickets. What about the guaranteed trade ticket droppers? Do they keep giving too?

Sure, guaranteed trade ticket droppers are valuable. But when a trade ticket is given unexpectedly, it's a pleasant surprise. The same goes for expansion permits

Thanks! I have been playing for years and have many guaranteed trade ticket droppers. Have always wondered if somewhere in the vast CS inventory was one for Expansion Permits.
