Speeding up the Bear Den is only 4 Gems. ;) (I like they always keep the speeding up's for these kind of buildings/ items low)

Ok. I did a quick look at inventory guide and it says that the formations can drop from the Dark Cave Adventures. Have you been doing those? That's the best answer I could find. Hope that helps.
