I'm looking for a way to completely uninstall the program, so I start over.

You don't have to uninstall it.
Just goto the PRESIDENT button on home page
There's an option to reset the game for free.

People say it clears everything except your username and alliance code.

There's conflicting reports about whether it gives you back any Honor Points you physically purchased with cash.

People say that if you have any "promotional items" such as fighter units or free honor points, you of course will lose them, but if you reset the other 6 Storm8 games, and IF (keyword => IF) those old promotions are still available at Apple's Store, then you'll be able to redownload and install those promotional items once again.

And don't forget, you'll lose ALL of your alliance members.
