Thank you! Because it's a sticky thread, it stays in the top section, but it can't be the top post purely bc of how sticky's work.

Yes it can, you just have to modify the timestamp. If you don't know how or don't have privileges to do that you could also make it an announcement instead, which will place it above stickies.
