Unlocking Scarecrow Dragon

How do I unlock the Scarecrow Dragon? I'm on level 91 with 97 dragons. I've checked my storage and reinstalled the app...so far nothing. Any suggestions?

Have you gone in Album and collected goals? If not, go to Menu, select album, and at top of page is a button to collect goals. There are several prizes, including 2 Dragons.
I'm on iOS, it may be another iOS only feature..
