Goal appliances vs regular appliances

I saw on a thread that the maximum number of appliances allowed in use is 19. Today I visited a level 99 restaurant that had 18 grills/ovens in use, as well as 4 smokers and 5 grills from the decor for dad goal.

Does the limit of 19 appliances exclude goal appliances i.e. Can you use goal appliances along with 19 regular stoves/ovens/grills etc.?

We are allowed maximum of 18 appliances (regular or goal) in total. You can place more appliances by unlocking them under the Appliances tab for 49 gems.
