I want to know why some can purchase the make-up counter while others can't, or why some can purchase some items while others can't? Seems a little unfair to me...

It's the difference between iOS users and android users. iOS users are able to get the make-up counter while android users are not. If you're missing some items that others have, you probably play on android and might have not installed some of the versions of the game. We, android users, keep getting new versions that we have to install to have access to the new stuff while the game on iOS is always automatically updated. I hope this answers your question
