LOL If its TL judging the contest it will be the bakery that has spent a lot of gems on pieces and has a huge expansions...
There are already bakery design contests on different blogs etc that are a bit more fair
If you are talking about a forum (as in this forum) run contest. I think you should make a panel of judges and several categories to be fair to different players of bakery size, budget etc
