need help understanding

I have seen a lot of people with the quest outpost and other things and on the wiki it says for ios. I am trying to understand why I can't get it or what do I need to get the special things. Please help me understand.

If you are an Android player you cannot have the Quest Outpost, and if you are an IOS player you need to wait until you are at level 11 so you can see and/or use the Quest Outpost
