Inactive neighbors still have stars?

There have been a few times where I've gone through my list of neighbors, and even though I KNOW a neighbor hasn't leveled up from a low level, I see on my neighbor's list they still have 2 stars. What? I go into their shops, there's nothing there - although I had one neighbor who consistently when I went to visit her had three low level items that normally sell out within minutes because you get so few of them, sitting out on floor, not liked, so I'd like them, and she still consistently never leveled up. But I'd go back the next night, and those same items would be on her racks and tables, and still after weeks of this, she had a 2 star rating, and hadn't leveled. I've seen shops that had been totally inactive for quite some time listed with 2 stars, yet, active neighbors still manage to get dropped down to 0 stars.
