Do you have to be a certain level to participate in the world events? I am able to on my main account, but my smaller account doesn't seem to have it activated.

I'm not sure about the level - my second account was less than level 20 and participated in the Soccer event. Your smaller account does have to be on an iOS device to get the World Events.
