Expanding bakery based off of number of neighbors

I have an issue with this. Everytime I go Into expanding, it says that if I get this amt of neighbors I can expand, however, once I have the amt of neighbors needed, that option is gone and the number of neighbors you need go up. So I add more neighbors, go back into expanding and that option has disappeared. It looks to me that this is false advertisement and it's only goal is to get you to add more neighbors. Any thoughts or ideas?

You need a certain amount of neighbours before you can expand. You also need to pay the amount of coins as well. So if it says you need 30 nbrs to expand it will also say 500,000 coins, or whatever the amounts are. I can't remember the exact amounts now. Once you do have the required amount of nbrs though that does disappear and only the amount of coins remains.

I've never had a problem expanding (via coins) once I reached the number of neighbors. Did you close out your game and reenter it?
