Peacock may be the easier to get. These quests and a pest. At some point the percentages should work in our favor. I've been going on one each day and have just one steel and one knights order, to show for it.
Has anyone completed this, is it even possible? I've sent out my ceasar dragon every day and have received nothing yet!
