Powerful wizards and magicians have an extremely high intelligence. For those who have experience role-playing games, intelligence is the highest attribute to build a wizard. Magic has to be learnt, remembered, and it is very complicated.
Titan is not very intelligent, and his magical powers are diluted with his mixing with fire (as drahmedrob said). Therefore, his capabilities in the area of magic are not very high.

And since dr.ahmedrob said pure abilities are duplicated. So eats just say he's half fire proof and half magical. But noting like flawlessly teleporting because it would ruin the debate.
