can't complete instant hit goal

I'm on last task for goal of getting red carpet display. For "instant hit" goal I need to display 25 items & visit 25 neighbors. I'm visiting neighbors- more than 20 but game doesn't register past 17. I got it to 18 at one point. When I noticed # didn't move even after visiting 3 more neighbors; I closed game & reopened. Now goal shows I only visited 17. It seems to have stuck here. Anyone else have same problem? I'm playing thanksgiving version on kindle fire.
