I get the game install goals in all my games including dragon story.
But my girlfriend gets the game install goals in all games except for dragon story, they just never pop up in dragon story.
So yeah, it's a glitch and it happens to some people.

But do yours appear as in my image, IE with no rewards, or does it show any rewards?

For IOS devices, players do not get Gems for downloading other games, or playing the other games. Goals that do award Gems are unrelated to the Goals you posted.
