The permits you can only get through the request system.

So you should only be able to get a total of 20 gift requests per day. Permits and items you request for the constructible beds and decorations would all be gift requests, total of 20.

Then you should be able to also get 20 regular gifts per day.
Permits are not a regular gift.
For some beds and decorations, there are some gifts, but some of these items you can only get through the request system.

Jury is still out.
I sent all my neighbors a red pillow, just for the hell of it. Server was confused. It said 2 didn't get one, and 8 or 10 had parts already today.
