A while can mean up to 5 business days. If you still have your old device, you can continue playing on it. Your games won't be lost in limbo during the wait time
Yes, download all the TL games you have on your old device onto your new device. You can set up a new ID, but it might be best to wait for support to let you know when to do it.
Whenever you are having issues, try these two things first - restart your device,

When I was having my games transferred, I still had my old phone, so, I was still able to play my games.
You will need to download the games on your new device and you'll have to create a new Storm8 ID (I know for Android.. I'm not sure about iOS users)
Thank you everyone for your advice. I've sent an email off, and my daughter is very happy she can keep playing in the meantime.
