Likely because they don't realize they're not used or, as with the spring, they assume those parts will be needed eventually. I don't gift them but I've had neighbors who send them. I decline them if I need other parts at the time I get them.

I had started declining motors and springs too on both bs and rs ..but boy those sure would have come in handy when the new appliances came out! Lol

Some players don't know or care they are not used (like how some send brownies even at mid level) or got confused with rs.
