I also will not be able to take advantage of the Council Chambers sale due to not enough scrolls. I wish the current event offered council scrolls for finishing the early goals. That would have made sense and helped us all out!
But??😒 we got crowns instead. Useless to me and many others.

I am so happy they repeated the 12 Days this year!
I did not have enough Council Scrolls last year, but this year I am able to get the Shadow King. Hopefully everyone eventually gets the scrolls they need and can use it next year if they cannot this year.

Are you asking how to get the Council Scrolls?
They are from The Council Storyline. That is the expansion onto the island.
Recently, the best way to get them has been the Monster Hunts during other events. It definitely requires patience as they are not offered often.

everyone who started from the beginnig whith the council scrolls , and after buying the available members has left with 45 scrolls....
