Thurstons fort

Hi.I am struggling with being able to unlock Thurston's fort. I was told to build the tavern to level 4 which I did and still no luck.... any suggestions ??

I haven't reviewed that event, but my first thought was that you might need to collect from the updated tavern. Have you done that?
