A great option is to just go to the Menu>Social>Community and start visiting people! Go to houses and read their wall, they might have their ID posted there, and other people might have posted theirs as well! Also just leave a message saying that you'd like to be their neighbor and provide your ID so they can add you! That's what I do and I have over 70 neighbors now!
