So right now I am level 13 and I have 9 slots and the 10th says unlock for 49 gems. Do we ever get more slots unlocked as we level up or is 9 the maximum without spending gems? Thanks!!

Yes maximum number of order slots is 22 which you recieve at lvl 41.
