You need to tap all the way to the end of the floor decor tab. The couple are the very last item all the way at the end.
Oops sorry. ... Thought I was in RS. Can't remember what the goal was in FS.
The balloons are also at the very end of the floor decor tab. Just tap all the way to the end and you should find them there.:p

Tap on the design tab, then the floor decor tab and go all the way through the items until you get to the very end. Your goal item of balloons is located there. Go all the way to the END and you'll find it.
This is probably a silly question, but does the nail polish display do anything? Are there any displays that you can actually sell from?
