I removed some neighbors who have 0-2 stars. Stormie's Shop has 0 star, and i cannot remove it from my neighbor list. But i can remove the others. Can someone explain/describe why this happened? Thanks

Stormie cannot be removed. He is a storm 8 player. He can give gifts and you can visit to see current decorations and items.
