Team Lava stated I had to set up a new ID and provide prior ID, game name, level, gems and coins to perform possible transfer of Stelerhawk bakery to new mini pad. information was provided, now to wait and see the outcome.

No, did not set up new storm ID, I went to site and did the udid device transfer of information. Pop up said it went through but when I try to download and run application, won't allow under my user stormid of stelerhawk which is only name it's registered under. I'm trying to old bakery onto mini and daughter has restored and wiped data on iPad. She tried loading her games, same issue.
I will try writing team lava support in a bit. Thank you for your assistance and patience. I appreciate the hard work you moderators put in to help.

Did you already set up a new storm ID on the mini?
If so, you cannot transfer the games yourself. You will need to email support@teamlava.com
They will need to do a transfer by storm ID.
That means they will transfer all the games under one storm ID(that is on one device) and move to another device.
When you send your email make sure you give good details on what you are trying to transfer.
Tell them which storm Id you want on your mini and what storm ID you want on the Ipad.

The only way to get rid of those parts is to build the item that needs them (I'm the same - I have a bunch of leftover parts, and I'd like to get rid of them also).

There is a limit - 32,767, for each item. For example - brownies give 200 plates per gift. So you could accept a total of 163 gifts of brownies before you almost reach the limit. With food gifts, it's best to use them before they hit the limit, otherwise you lose them (just the ones accepted after the limit).

For Bakery, everyone can accept 20 gifts per day. If they receive a gift they don't want, they can decline it, and wait for a gift they do want.

And, gifting resets at midnight Pacific time each day. Depending on where you live, you can try gifting right after the reset, and hopefully be able to gift all of your neighbors.

Which game is this happening in?

It's possible that your neighbor has already accepted all the gifts they can for the day, or that they have 20 pending gifts.
