Weed Tumble not earned.

My Character has reached level 47, and has completed all the Rank 1 Quests for Aquatown. I have also completed all quests to achieve Rank 2 for the "Chase Pets Downhill" quest, but I have not attained the level 15 Weed Tumble ability.

I played the quest 3 times more times following my rank 2 achievement and gained another level to 14. Is this supposed to be this way?

BTW, I like the idea of earning abilities by doing quests.

my guess is that you are unlucky, but perhaps you will be able to find other pets more easier

illustrated by the probability formula:

your chance of finding lilly in a quest is
1-(q^x)

waitting time
q/p


where q is is the percentage of you not getting a lily in 1 trail
p is the % u getting it
and y is the number of quest you did

say for example you finding lilly in quest is 10%, and you did it 20times
1-(.9^20)=.878423345.... roughly 88% of getting it in 20tries,
waitting time .9/.1 = 9, after 9 tries
chance of u getting it on your 21st try, (.9^20)(.1)=0.012157665... with the #, it shows that you should have gotten it way before 21st try
where the probability distribution of getting it is getting it in 20tries is (.1)+(.9)(.1)+(.9^2)(.1)+(.9^3)(.1)+(.9^4)(.1)...a ll the way till (.9^19)(.1), which would be very close to 1 but never 1, it's just calculation so im not going to do all that math ...
but in your case, I would consider u very unlucky, since most of us got it on our first few attempts.

Even though every quest is an independent event, you chance of getting it goes higher everytime, and after a specific waitting time, for sure you will get it, and u may not be lucky with this one pet, but the % of discovering pets are fair among us players(i hope), u should be able to get others pets with ease and find other people having trouble with pets u easily caught.

Once you have got level 1 opened you can earn the rest of the levels through attacking. You seem to get a level up roughly every 10 attacks although the actual distribution seems random. You will find this even more frustrating on the last world of quests where the quests are more expensive. By attacking regularly I was able to get to max level on each of the abilities before I had earned enough to do more quests

I pumped a bit more energy into those I listed above and they filled up. So now I have reached level 69. I've completed all Tournament quests and received the "Personal Cheer Team" yet i have not achieved Rank 15 on each of the following abilities, Geyser Rush (R12), Heat Shimmer (R12), Boulder Crush (R12) & Cumulus Cover (R11).

Because there is nothing else to do but battke, I have pumped thousands of energy points into each of these, but they have not increased. They cannot be "purchased" by any other method except by competeting in the tournament, but now I am finished there, and those abilities are not completed.

Ok, I had to say that, but just keep doing the quests and eventually you will get all the abilities. It's mostly the same for everyone, so just wait it out.

I waited and punched out a couple of days of quest attempts. I jumped up another level and suddenly I achieved the remainder of the RANKS for each of the abilities I wanted.

Now I have nothing to do but wait to be attacked and get experience from redoing the same quests over and over. - until the next update.

What is obvious from my choice of game style is that you can't get to really high levels simply by doing the quests. (Level 71 now)
