All missions complete except one due to missing weapon

I have completed all missions through rank 2 for Balkans, East Asia, Europe, Atlantic and Americas. I am working on Pacific. I have finished all of the missions for Pacific through rank 1 100% except Reinforce Ally Capital. It says I need a Patriot Missile System. It does not allow me to purchase it therefore it must be a loot or reward from a previous mission. As I have completed all missions 100% except this, there is a bug in the game as you cannot complete this one.

I have done the Conquer Enemy Outpost and Defend Position 10 times over the 100% trying to see if it will give me another loot (just in case it is one of these that gives the loot). But it will not.

I believe it is looted from Tab #6 - Set up Defensive Network mission.

This is fine, I know which mission to keep hitting. However, I have been doing the mission every 4-5 hours and I cannot get the Patriot Missle System. All I get is a pocket full of cash. You would think that if you have the 5% loot mission completed that after 20 missions on any one mission you would at least win the loot once. But in this case, it appears you can never get it. I have done it probably 40-50 times now.

It would seem that some people are lucky, and seem to drop on mission loot items pretty easily. Other people are just unlucky, however, and take what seems like forever to gain items such as this.
