Gifting question

For some reason, I am only able to gift ack what I have been gifted. If I try to gift something else, I receive a notice that I have either reached my limit or my neighbor has. Anyone else have this problem. And, yes, I have reset my device (ipad 3) and uninstalled and reinstalled.

If your neighbor already has the maximum amount of the item you are trying to gift, you won't be able to send it. Try gifting a different item and it will go through to them :)
